BOC Policy Updates: Extension of Importer Accreditation & New E-TRACC Exemptions

The Bureau of Customs (BOC) has recently announced significant updates aimed at streamlining accreditation processes and providing new incentives for compliant traders. Please see the detailed breakdown of these changes below:


1. Extension of Importer Accreditation Validity

The BOC has approved a transition to longer-term accreditation, reducing the administrative burden of annual renewals.

  • Extended Validity: Importer accreditation is now valid for three (3) years (up from the previous one-year term).
  • Revised Fees: The accreditation fee is now ₱5,000 for three years (offering a cost saving compared to the previous ₱2,000 annual fee).
  • Annual Reporting: While the accreditation lasts longer, importers must still submit an annual report to keep business information current.
  • Renewal Privileges: * Automatic renewal remains available for compliant importers.
    • AEO and Super Green Lane (SGL) programs will continue to enjoy seamless automatic renewal privileges.

2. CMO No. 04-2026: E-TRACC System Exemptions

A new incentive has been introduced specifically for Level 1 Authorized Economic Operators (AEOs) regarding the Electronic Customs Seal (ECS) requirement.

The Exemption

Qualifying companies are now exempt from the ECS requirement under the E-TRACC System.

Eligibility Criteria

To qualify, a company (including those in PEZA Mactan) must concurrently hold:

  1. Level 1 AEO Accreditation: Must be officially recognized by the BOC.
  2. RBE Status: Must be a Registered Business Enterprise with an Investment Promotion Agency (IPA) like PEZA.

Scope & Compliance

  • Coverage: Applies to sea and air cargoes bound to or from Free Zones.
  • Security: While the ECS is waived, the General Transportation Surety Bond (GTSB) is still mandatory for transit containerized shipments.
  • System Update: The MISTG will be updating the E2M system to un-tag eligible shipments automatically.

Timeline

This order was issued on March 30, 2026, and will officially take effect 15 days post-issuance.
